memorialized ambassador stevens in a speech to the united nations general assembly. a speech in which the president did not say the words assassination, murder, or terrorism in relation to the ambassador's death. the president is once again blamed the terrorist strike against our consulates and the murders of four americans on a low-budget amateurish, anti-islam, almost 14-minute-long youtube video that had been on line for months before the attack. >> in every country there are those who find different religious beliefs threatening. that is what we saw play out in the last two weeks. the crude and disgusting video that sparked outrage throughout the muslim world. lou: the president did brave the assault on citizenry and blasted

a run for propping up the regime is, supporting terrorism, and for refusing to prove that their nuclear ambitions are peaceful. >> just as it restrains the rights of its own people the iranian government continues to prop up the dictator in damascus and supports terrorist groups abroad. time and again it has failed to take the up today to demonstrate that its nuclear program is peaceful. meeting the obligations to the united nations. that is why the united states will do what we must to prevent a run from obtaining a nuclear weapon. lou: the president was careful in his language. radical islam not mentioned once in his speech even though there is convincing evidence and a consensus that it was not an attack carried out by terrorists with links by al qaeda if not led by al qaeda. president obama did defend israel in the context of the 2-dissolution the palestine. president obama did not use the

word allied to it specifically describe our relationship with the jewish state. the president refused one-on-one meetings with any of the world leaders. this is the same man who, as a candidate, pledged to, more than four years ago, the with our enemies without preconditions. he criticized the bush administration's unilateralism. >> the notion that i am not talking to countries is punishment to them which has been the guiding diplomatic principle of this administration is ridiculous. lou: we will be examining the guiding principles of president obama's foreign-policy tonight with armed services committee member congressman randy forms of virginia. also economist, author detailing what he calls the to obama's. wall street legend michael holland on today's triple digit reversal of fortunes on wall street. president obama was the headliner at the united nations. governor romney was a new york.

it up on abc. >> he had a few minutes in this schedule. >> i'm supposed to be eye candy here for you guys. >> reporter: the president does not seem to be letting the text it to him. chicken with a security guard about a local pro football team on his way out of the un. there had been speculation the president might meet with benjamin netanyahu back in washington on friday, but the white house says that is not going to happen. secretary of state clinton will meet with the prime minister. lou: thank you very much. our next guest says the president is failing to leave and instead of discussing the issue of terrorism we focused on the entire muslim film before the general assembly. joining us now, congressman randy forms of virginia, member of the armed services committee, member of the house judiciary committee.

>> a season of progress when you're talking about an ambassador's wife being brutally taken. flags being burned. and i don't know what touchdown the president is using to measure, but when he continues to think that and so causes this is a single fund that the assisted that have anything to do with him i think he is missing at the real issue here. lou: it is astonishing that there was no discussion of radical islamist terrorism specifically. it is also, to me at least, peculiar that he talked about modern technology, no way to constrain communication and see, if you will, preached to the gathered assembly there. the language seems very free, he has not advanced toward china which has the strength technology and communication and certainly not in the name of freedom.

>> that's true, and the other thing, the biggest this trend is when people across the world realize that america has strength and will be there to protect our diplomats and protect their embassies. they see they can push us around and all that will do is blame it on what they are blaming it on, i think that's just encourages them to do more of these actions lou: cover romney in new york today give a very good speech before the clinton initiative, but it was one that, frankly, was somewhat discordant because it was not relevant to the foreign policy issues being discussed by the leader of the free world and the commander in chief. what is your reaction? >> i think that mitt romney is in a position to win this presidential race. i think it is very important that he stop acting like a candidate and start acting like the president of the united states. what i would have had him do today is be meeting with these four leaders as the president refused to do and give that differentiation between the

president of the united states sitting there on a talk show talking about being eye candy and having mitt romney meeting with leaders to try and solve these problems. that is what will be hit -- see him do. lou: and yet, and yet president obama, despite brushing aside the prime minister, despite just simply refusing to meet with any number of the leaders who one would have believed, as we pointed out, are from that statement by the candid obama some five years ago, really. it just makes no sense, what is happening here that suddenly the campaign takes priority over the business of state. >> well -- lou: and there is no comment in the mainstream media. >> well, the mainstream media has totally brushed anything this president has done a side of what is becoming more and more clear, this president's policies on the economy have failed and failed miserably. if he is reelected we will have

today seems a little different. the atmosphere seems a little different than what we experience through the summer. >> absolutely. you had this monster move. the viewers are not aware. if you ask most people, most people are not in that market. they presumed stocks have not done well because the economy is not the wall. stocks because of the bernanke have done extremely well. he said a couple of years ago, i'm doing this qe stuff that he is talking about to get stocks of. if i get stocks of people feel better. some prices go up. if they feel more they will buy more and build things that we will have more jobs. congress is not doing it. the administration is not doing it, someone has to. that has been helping stocks. his most recent round of stuff, even his own talking heads, as you refer to today, i don't think it's going to work. who knows? lou: and sort of it seems a bit cavalier that the fed presidents is holding forth, you know, the

views, but that's fine. also, one can accuse him of being dishonest because there is a reason to question whether it will work because we have never done this before. never had a fed chairman this adventuress. also at the same time it begs a question, how much trouble are we in? shortly ben bernanke would not have taken this extraordinary and unprecedented step of monetary easing -- >> before the election. lou: before the election if he did not think that he was anticipating a reality that has not presented itself yet. >> and that was a problem with the comment today from the fed had his beaucoup said, i don't think it's going to work. his boss, ben bernanke, saying, things are really ugly. i have the numbers. i think that probably we should do something now because it is serious. lou: always put that away. whether it is serious the fact

of the matter is this housing market looks like it is offering some support. but when you look at the broader , macro economic reality you have to question even whether this is an illusion. i think -- >> it is not inconsistent to look at the housing market. going down so low for so long with interest rates so low. people have to live somewhere. iran has moved up. housing may have bottomed out. it does not mean we will have a bull market in housing. having said that, the economic numbers you talked about when you are reporting, can amount to a caterpillar, they have the world view. intel came up. lou: fedex. >> fedex. the company's i listened to, of washington. they say come made a good. i was in china last week. it a good over there. lou: of course moving overseas. china where there is every suggestion, one of the newest

from china, is there a sense that they are moving toward even greater slowing? >> talking to people on the ground once again, we listened to fedex and intel, talking to people, run businesses. what they're saying is they think the third quarter will mark the low point for the year. the fourth quarter up a little bit and throughout 2013 a little bit better, little bit better. for them is much better than what we have. seven, seven and a half, maybe six and a half% in the third quarter. we're talking one and 2%. let's be clear. the second-largest economy, so they're still doing very well. inflation unfortunately. they think we hit the low point in the second quarter. they have a problem with inflation. lou: and in europe for crying out loud watching something of a modest rally in the euro. even as spain borrowing costs go up, we watch mobs demonstrating in rioting against austerity

measures. the euro is suddenly rallying in the face of what is clearly a crisis for all of you. >> once again, people are betting that the central bank or the ecb will be able to do what ben bernanke has done which is stem the tide that has been going out. so hopes are pinned on that. perhaps people in italy and germany will be able to figure out things in france. if politics will keep them from making this work a little bit. right now it gets uglier by the day. a little bit of progress and get stuck back. lou: and even their elected officials stop wanting any part of the future in the case of italy, for example. saying, no thanks. i will be running. you guys figure this out. lou: take burlesque on the back again. lou: well, if nothing else, it's good for entertainment.

♪ lou: the presidential polls have

the candid it's running just about even for months now. both candid it's leading or trailing at one point or another, but how much confidence should voters have when looking at these electoral snapshots and their accuracy? fox news correspondents in agree with our report. >> i know people obviously think of polls as being forecast, but from a professional standard, they're not. >> reporter: posters across the spectrum say there are limits to the of permission to produce. polls simply capture a single moment in time, not predict the future. note to sampling groups are ever the same, and there are multiple methods of interpretation. there is, however, across the border agreement that the 2012 electorate will be markedly different than 2008 with youngbear and minority voters less enthusiastic and less likely to show up this time around. >> it is true that 2012 will be different in 2008, but it is also true that if you try to

base your 2008 models of the 2004, that would not have worked either. >> reporter: reputable polling operations focused first on putting together a demographic sample that meant the -- matches what we know about the u.s. population, gender, race, income level. once that is set pollsters asked respondents about which party they feel most aligned with, not they're party registration. in recent weeks many experts say they have been able to quantify a shift by independents into the democrat's column. they have been on a bit of a roller-coaster ride with president obama, initially giving him high approval ratings but then -- >> to the deaths of two dozen 11 when they were strongly against him. now we're at a point where most unaffiliated voters do not approve of the president. hostility is not quite as strong as it was a year ago. >> reporter: experts caution that september polling numbers are notoriously volatile. the october debates still to come. while the discussion continues about whether americans party preference has truly shifted our

weather too many democrats are being included in recent samplings, strategists say the gop should ease the recent less than ideal numbers to their advantage. >> spyware the republicans of look at this as a big warning sign. it's 40 days out or so. you have time to do something about it. if you start to deny, deny it does not change the problem. >> reporter: what is the impact of the various "-- poll numbers to back it affects the willingness of donors to give and volunteers excitement about showing of to make calls and go door to door. things that could make all the difference in a presidential race as tight as this year's. lou: what is the influence of these polls on the media that is reporting to back. >> reporter: it's interesting. i put that question to a longtime democratic strategist and pollster. here is what he told me. they often give the media the narrative they are already looking for. in his words he said, the mainstream media is constantly trying to portray president

obama's reelection as inevitable . also told me he has real doubts about whether they would treat romney the same way. we'll see. lou: the most recent comments from the obama campaign work as it tightened here over the last few days, particularly in some of the swing states, don't pay attention to the polls. we hear this in cycles, it seems, from the two campaigns. shannon green, as always, thank you very much. a lot more on the significance of these polls and taking that up with the "a-team" next.

-- recent essay trickle-down theory and syndicated columnist. great to have you with this. let's start with -- i love the idea of obama being obama. as you put it, the idea that the transparency, he was going to open this government up. something quite different as happened. >> oh, absolutely. i think the classic is the obamacare. far from being presented to the public for several days and the internet as he said he would was rushed through congress so fast that even the congressman admitted they had not had time to read it. they pass it and let it go. it's one of many great contrast between what he said he was going to do and what he actually did. lou: now there is, at least in the offing, the prospect of obama, should he win a second term. how reliable is this man in doing what he says he's going to

do in your judgment? >> i think you would have a better batting average if you took the opposite of what he said as what he was going to do. what is scary is if he is reelected he will probably have at least one and probably a couple supreme court nominations to make. end as he has said it is off the record comments of the russian president, he will no longer have to face the voters again. considering how willful he has been thus far, can you imagine if he does not have to care what the voters say the more? he can do all kinds of things. i know of no way to stop them short of impeachment or a military coup. lou: as you have written, the idea that this man who seemed in some respects to embrace every facet of american government and our constitutional republic suddenly is ruling by fiat with

almost no comment from the national liberal media. it is stunning, and this seems to be the reaction amongst the electorate. >> i know. i cannot think of any president in my lifetime one with the possible exception of franklin d. roosevelt early on who could do almost anything and have no complaints about it. but even fdr by the 1940's was getting a lot of heat from a lot of sources. this man seems and teflon. lou: teflon. you have written also that governor romney needs to understand very clearly that he has to attack the central charge of the obama campaign, and that is, he is all about the rich at the expense of the poor. how should he respond to that charge? >> first of all, people should stop believing that when you raise tax rates on anybody, rich or poor, that means you're going

to give more tax revenue. there have been many cases, one is 1997, when they cut the capital gains tax, for example, and the amount of capital gains revenue that they received over the next four years went up from what the projections were under the old rate, almost twice what the projections have been under the old rate. people did not automatically pay whatever the tax rate is. there are so many ways ranging from tax-free municipal bonds to simply sending money to other countries that is very unlikely that the rich will be inconvenienced by raising tax rates on them. he will be hurt the most will undoubtedly be the people who are looking for jobs when the jobs have been driven out of the country to other countries to escape the high tax rates. by high, i don't mean by historic standards. i mean high compared to what they are at other countries. lou: thank you for being here. i hope he will come back soon.

some afghans are so upset they made at parity music video where they pass out from hunger. in boston there are reports of a flourishing market, chocolate syrup. they're selling it by the dose. meanwhile, a national reading scores on the s.a.t. college entrance exam have plunged to their lowest level on record. let me repeat, the lowest ever. according to the college board, the average reading scores for high-school seniors was 4906 points out of 800. that is down one point from last year, 34 points below levels back in 1972. educational experts blame the decline on record numbers of students taking the test. are you kidding? the educators are that dumb? there it is. turning back to politics, one of the most liberal places in this country. hollywood does have all little love for governor romney. the republican presidential nominee managing to raise

$6 million at a beverly hills fund-raiser saturday. now, that is only one-third of what george clooney helped president obama race at a fund-raiser earlier this summer, but its $2 million more than what jay-z race for the president recently in new york. it's a positive sign, but we are guessing it does not mean hollywood is, well, throwing over mr. obama and, well, endorsing the romney family values. too bad. well, speaking of liberal hollywood, producers of the block buster movie 2016, obama's america, clamming president obama supporters are sabotaging their movie. they have a good case. creators of the second highest pressing political documentary in history say they had to notify the fbi after someone illegally applauded the movie on youtube over the weekend. there were also false internet rumors that fox is was going to air the fall movie for free.

as a result, the film took in less than a million dollars of the weekend, down 27% from the previous weekend. the fbi is investigating. we call the motion picture association of america for, because they have to be concerned about intellectual property rights and trademark of creativity. for some reason they have not gotten back to a set. we are waiting. we are waiting. we will probably be waiting for some time. meanwhile, president obama receiving a not so helpful endorsement from the elite of hollywood during a concert last night in washington. madonna took a moment to tell her fans to support president obama. [inaudible]

lou: don't you love it when we see in popular culture the appeal to the highest common denominator. it's inspiring, really, isn't it? no word yet on whether -- well, there is no word yet on whether president obama appreciates the support. we're sure he does. the nfl is upholding the seattle seahawks controversial win against the green bay packers. the league admitted today that a game-winning touchdown last night was the result of a blown call buyout replacement referee who missed a blatant offensive pass interference penalty but not so blatant that he was obvious and not so obvious that he called it. the victory still stands. by the way, everyone was claiming that they were upset because they awarded the ball to the seattle receiver who landed with the ball jointly with the

defender. guess what? now everybody is talking about the failure to make the call, including the nfl on the penalty. politicians and everybody seemingly joining in calls for the regular nfl referees to get back on the job. even president obama tweeting nfl fans on both sides of the aisle hope the ref lockout is subtle scent. that was a very, very sort of non-partisan, postcards and comment, but you think? in wisconsin governor scott walker even jumping into the union battle after catching a few hours of sleep. the packers game is just as painful. return the the real refs who are real union. it is a rare day when republicans and democrats agree on something and an even rare day when they agree with the lingerie football league which said, they have to fire nfl replacement arrives because they were not good enough for their lead.

♪ lou: joining me now, the "a-team" great to have you with us. let me start with you. the president's speech today, he did not in conjunction with the state of israel say they are allied. he did not talk or mention once radical islam. or radical islamists, and he did not specifically call the attack against our consulates and the assassination of our ambassador a murder. he referred to it as a killing. what in the world? what is this administration thinking? >> i think this is a much tougher speech and he has ever delivered on this subject. i was really surprised. lou: this is the 2-week e anniversary of the murder of an american ambassador. >> is not want to talk about that.

lou: i don't care what he wants to talk about. there are lots of things we don't want to talk about. does he not have the volition the talk? a eulogy for the ambassador. >> i read the speech. lou: i'm sorry, was there eulogy to the two u.s. s.e.a.l. who died protecting this man instead to his aide when he was attacked? >> very strong on the matters facing this country today. i don't know what else anyone could have wanted him to say that what he said today. he was strong, direct. he said -- [talking over each other] >> answer the question about white-collar the killing verses a murder. this was a cold-blooded murder, murders. why didn't he call it that? was to call it a terrorist act? >> there's an argument to be made is to be called a terrorist attack over murder. lou: he didn't, either. >> out of my pay grade. lou: he had two choices even by your calculation and he chose -- [talking over each other]

lou: listen. ashley webster. lou: there was another speech across town, governor romney. the clinton initiative. by the way, he got a standing ovation. listen to how he began. >> if there is one thing we have learned in this election season, by the way, it is that a few words from bill clinton can do a man a lot of good.
